How to start Ghosts of the Tribunal in the Skyrim Anniversary Edition

In order to get this quest start, you must first go to the countries of Solestheim, which belong to the larger province Morrow ind. To get there, however, you must first trigger an event that the trip unlocks there. In general, starting the main quest series will cause this event to be triggered.

With the event in question, you will be attacked by two dragon cultists and once you have read the note, you can access the ship of the northern Virgin outside of wind helmet, which is located at the docks to the right of the entrance. Once there, take the ship and drive to the sun-drenched sandy beaches of Holstein and in particular to Raven Rock.
